Consulate explained: enter the US market without leasing a US office
America is not a bigger version of your home market. Duties, 3PL, returns, tax, and Shopify Markets decide whether US customers buy — or bounce. Consulate is Propeller’s outsourced country-manager model for brands that are ready for the US without building a US entity and office first.

Most brands fail in America for operational reasons, not brand reasons. The product already works at home. What breaks is the gap between a beautiful homepage and a US customer who expects Shop Pay, predictable shipping, clear duties, and returns that do not require an international phone call. Consulate exists for that gap: an outsourced US country manager from a Santa Monica commerce studio — without requiring you to lease an office on day one.
This article explains what Consulate is, who it is for, how it differs from “just hire a Shopify agency,” and the decision sequence we use before anyone writes a launch calendar.
What Consulate is (in one paragraph)
Consulate is Propeller’s US market-entry service: position the brand for how Americans shop, operate 3PL/customs/returns/CS, launch channel and media with a real first cohort, then scale measurement into the next market. You keep your brand and home-market team. We run the American operating layer — Shopify, logistics, and go-to-market — as one accountable partner instead of five disconnected vendors.
- Position — pricing, sizing, claims, and offer structure for US shoppers, not a straight translation of the home market.
- Operate — 3PL selection and management, duties strategy, returns, and a written customer-service standard.
- Launch — channel mix, retail media where relevant, and a calendar built for the first year, not a press day.
- Scale — measurement, expansion planning, and the case for the next market after this one.
Why “ship direct from home” stopped being a strategy
In August 2025 the US suspended the duty-free parcel exemption for every country; that change remained indefinite into 2026. The old $800 de minimis logic that covered a huge share of inbound parcels is gone. Every parcel clears customs. Brokerage and processing costs compound on every order. Shipping from an overseas warehouse is no longer merely slower than a US 3PL — it is structurally more expensive on contribution margin.
If your US expansion deck still prices as if overseas D2C is “almost free at the border,” rebuild the model before you buy media. Consulate starts with that honesty. For the Shopify control plane, read Shopify Markets setup for US-inbound brands and our general Markets how-to.

Who Consulate is for — and who it is not
Consulate fits ambitious brands with a proven home market — often in spirits & beverage, beauty & wellness, luxury/jewelry, food & CPG — that already see US demand signals and need an operating partner, not another mood board. Typical revenue bands we see on Shopify/Plus work are roughly $2M–$100M+, but the real filter is readiness: can you fulfill a US promise without destroying margin?
- Fit: product-market fit at home, US demand evidence, willingness to localize price/offer, budget for US fulfillment and a serious launch window.
- Not a fit: “we want a .com that ships everywhere tomorrow” with no 3PL plan, no duty model, and no CS coverage in US hours.
- Not a fit: brands that only need a theme refresh — that is Shopify web design / Shopify agency work, not Consulate.
- Adjacent: agencies that want US commerce delivered under their brand should look at white-label instead.
Office vs Consulate: what you actually buy
A US office buys desks, payroll, and the illusion of presence. It does not automatically buy a 3PL that fits your SKUs, a duties-aware checkout, or a launch plan that survives month four. Consulate buys accountable operators who already live in Shopify, logistics, and US retail expectations — from Santa Monica — while you decide later whether a legal entity and lease are required for wholesale, investment, or headcount.
- Lease first when you have wholesale/retail that needs local inventory theater and full-time US staff — and the P&L already works.
- Consulate first when DTC is the wedge, Markets + US 3PL can serve demand, and you need one partner across storefront, ops, and launch.
- Hybrid often wins: Consulate runs year one; entity and office follow when revenue and channel mix justify them.
The Shopify stack Consulate expects
US shoppers abandon when their wallet is missing. Consulate setups typically include Shopify Markets (or Plus multi-market architecture), duties and import tax shown at checkout where possible, US sales tax calculated state by state, and Shop Pay / Apple Pay / PayPal / BNPL coverage. Catalog and PDP copy are localized for sizing, claims, and shipping promises — not machine-translated legalese.
If your current store is Magento, WooCommerce, or a custom stack, we often fold in a Shopify migration so the US operating system and the storefront are the same system. Plus enters the conversation when checkout extensibility, B2B, or multi-market load requires it — see Shopify Plus vs Shopify.
A 90-day US entry outline (without the office)
- Days 1–30: demand and margin model, Markets architecture, 3PL shortlist, returns/CS policy draft, pricing localization.
- Days 31–60: integrate 3PL, dry-run checkout as a US customer, translate/QA critical templates, seed reviews and trust, build launch calendar.
- Days 61–90: soft launch cohort, paid and organic tests into US landers that convert, weekly ops review, decide scale vs pause with real contribution data.
That outline is intentionally boring. Press days without ops readiness create support debt that kills LTV before paid media has a chance.
How Consulate connects to the rest of Propeller
Consulate is not a freestanding consultancy bolted onto a theme shop. It sits on Propeller’s four practices: Commerce (Shopify/Plus), Experience (design and CRO), Growth (SEO, Meta/Google, Klaviyo), and Technology (apps, integrations, BrewClub for alcohol where relevant). One studio, one backlog, Santa Monica NAP you can verify: 1541 Ocean Ave, Suite 208, Santa Monica, CA 90401.

Questions
What is Propeller Consulate?
Consulate is Propeller’s outsourced US country-manager service: positioning, 3PL and customs operations, launch, and scale for brands entering America — without requiring a US office on day one.
Do I need a US company to sell on Shopify in America?
Not always for early DTC tests, but tax, entity, and wholesale requirements vary. Consulate helps you sequence legal and operational steps so you do not lease an office to answer a Markets pilot question. Get counsel for entity decisions.
How is Consulate different from hiring a Shopify agency?
A typical Shopify engagement ships a storefront. Consulate owns US market entry as an operating problem — logistics, duties, CS standards, and go-to-market — with Shopify as the commerce layer inside that system.
Can spirits and regulated brands use Consulate?
Yes, with category-appropriate compliance partners. Alcohol DTC needs more than an age gate — see our spirits club commerce guide and BrewClub for membership operations.
